4.18. The Academic Council of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine is a collegial body of management of the scientific and scientific and technical activities of the National Academy of Sciences of the National Academy of Sciences of the National Academy of Sciences of Ukraine in terms of the exclusive powers specified in Clause 4.20 of this statute, and performs consultative and advisory functions regarding other issues of scientific and scientific and technical activity State University “IGNS NAS of Ukraine”.
4.19. At least three-quarters of the members of the academic council are elected for the term of office of the director of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine by secret ballot of meetings of scientific workers, and the remaining members are appointed by the order of the director of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine.
The structure and personal composition of the scientific council are approved by the Bureau of the Department of Nuclear Physics and Energy of the National Academy of Sciences of Ukraine for the term of office of the director of the institute. Partial changes in the composition of the scientific council are approved by the Bureau of the Department of Nuclear Physics and Energy of the National Academy of Sciences of Ukraine upon the proposal of the director of the Institute.
The director of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine, his deputy(s) for scientific and scientific organizational work of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine, and the academic secretary of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine are ex officio members of the Academic Council of the National Academy of Sciences of the National Academy of Sciences of Ukraine.
The chairman, his deputies and the academic secretary of the academic council of the “IGNS of the National Academy of Sciences of Ukraine” are elected by secret ballot from among its members.
All members of the National Academy of Sciences of Ukraine (academicians and corresponding members of the National Academy of Sciences of Ukraine) who work at the National Academy of Sciences of the National Academy of Sciences of Ukraine are members of the academic council of the National Academy of Sciences of the National Academy of Sciences of Ukraine. Leading scientists and specialists who do not work at IGNS of the NAS of Ukraine may be elected to the academic council (or invited and appointed by order of the director of the IGNS of the NAS of Ukraine).
The academic council of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine also includes the chairman of the council of young scientists or another association of young scientists (representative of young scientists) and the head of the primary trade union organization (trade union representative) of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine.
4.20. The exclusive powers of the Academic Council of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine include issues related to:
1) determination of the development strategy of the State University “IGNS NAS of Ukraine” and prospective directions of scientific and scientific and technical activity;
2) carrying out a scientific and scientific and technical evaluation of the subject and results of scientific research works;
3) approval of current (annual) plans for scientific research and scientific and technical (experimental) developments;
4) improvement and development of the structure of the “IGNS of the National Academy of Sciences of Ukraine”;
5) approval of the topics of dissertations of PhD degree holders at the third (educational and scientific) level of higher education or the scientific degree of Doctor of Sciences and the appointment of academic supervisors or consultants;
6) approval of the results of the attestation of scientific workers; approval of the implementation of individual plans of graduate students, doctoral students;
7) approval of the results of the competition for vacant positions of scientific workers;
8) nomination of outstanding scientific works for awarding prizes, medals and other types of awards, including international ones;
9) assigning the academic titles of professor and senior researcher to the employees of the State University “IGNS NAS of Ukraine” and submitting the relevant decisions for approval to the attestation board of the central executive body that ensures the formation and implementation of state policy in the field of scientific and scientific and technical activities, violation of the request for assignment honorary titles;
10) approval of the annual reports on the activities of the “IGNS of the National Academy of Sciences of Ukraine” and review of the estimates of the “IGNS of the National Academy of Sciences of Ukraine”;
11) adoption of a decision on the placement of own revenues in the territorial bodies of the central executive body, which implements state policy in the field of treasury service of budget funds, or in banking institutions of the public sector in the manner established by legislation;
12) approval of the list of professions and positions of the IGNS of the National Academy of Sciences of Ukraine in which flexible working hours and remote work can be applied.
4.21. In addition to the issues specified in clause 4.20 of this Statute, the Academic Council:
– provides recommendations regarding candidacies for awarding scholarships and prizes for young scientists;
– examines the issue of: coordination of scientific cooperation with other organizations and institutions; holding conferences; of international scientific cooperation of the Institute; scientific and publishing activities; nomination of candidates for full members (academics) and corresponding members of the National Academy of Sciences of Ukraine; analyzes the state of implementation of scientific research, its material and technical, financial support, training of scientific personnel;
– approves programs, projects of research and research and development works;
– recommends candidates for the appointment of editor-in-chiefs and members of the editorial boards of scientific publications of the IGNS of the National Academy of Sciences of Ukraine;
– if necessary, considers any other issues of the activity of the “IGNS of the National Academy of Sciences of Ukraine”.
4.22. The Academic Council of the Scientific Research Institute of the National Academy of Sciences of the National Academy of Sciences of Ukraine discusses the main scientific directions of the Scientific Research Institute of the National Academy of Sciences of the National Academy of Sciences of Ukraine and recommends them for consideration by the Department of Nuclear Physics and Energy of the National Academy of Sciences of Ukraine and approval by the Presidium of the National Academy of Sciences of Ukraine.
4.23. The Academic Council of the IGNS of the National Academy of Sciences of Ukraine has the right to make decisions if at least half of its members are present at the meetingof the entire composition, with the exception of cases of consideration of personnel issues, nomination of works for awards and medals and other issues, where the presence of two-thirds of the composition of the academic council is mandatory.
Decisions of the Academic Council of the State University of the National Academy of Sciences of the National Academy of Sciences of Ukraine are considered adopted if more than 50% of the present members of the Academic Council voted for them. Decisions are made by open or secret (according to the decision of the academic council) voting.
Meetings of the Academic Council of the State University “IGNS NAS of Ukraine” may, if necessary, be held remotely or in mixed modes using appropriate information and communication technologies.
