General provisions

1.1 This provision establishes requirements for the powers, tasks and functions of the Academic Council of the State Institution “Institute of Environmental Geochemistry of the National Academy of Sciences of Ukraine” (hereinafter – the Academic Council).

1.2 This provision determines the procedure for organizing the work of the Academic Council.

1.3 This provision takes into account the requirements of the Law of Ukraine “On scientific and scientific-technical activities”, “Regulations on the procedure for replacing management positions and the formation of the Academic Council in scientific institutions of the National Academy of Sciences of Ukraine” (approved by the Presidium of the National Academy of Sciences of Ukraine №64 from 12.02 .1999 with changes approved by the resolution of the Presidium of the National Academy of Sciences of Ukraine № 09 from 14.01.2015), “Basic principles of organization and activity of the research institute of the NAS of Ukraine” (approved by the resolution of the Presidium of the National Academy of Sciences of Ukraine № 159 from 25.06.2002 with changes approved by the resolution of the Presidium of the National Academy of Sciences of Ukraine № 09 of 14.01.2015) and the Charter of the State Institution “Institute of Environmental Geochemistry of the National Academy of Sciences of Ukraine” (hereinafter the Charter of the Institute).

1.4 Compliance with this Regulation is mandatory for all persons involved in the work of the Academic Council.

Powers, main tasks and functions of the Academic Council

2.1 The Academic Council is a collegial governing body of scientific, scientific and technical, publishing and scientific and organizational activities of the State Institution “Institute of Environmental Geochemistry of the National Academy of Sciences of Ukraine” (hereinafter SI “IGNS NAS of Ukraine” or Institute). The Academic Council performs advisory functions. The Academic Council makes decisions and makes recommendations within its competence, which is determined by the Statute of the Institute.

2.2 The main task of the Academic Council is to unite the efforts of management, administrative staff and researchers in order to ensure the successful conduct of basic and applied research in scientific areas approved by the Presidium of the NAS of Ukraine and gain new scientific knowledge, promote scientific and technological progress and social -economic development of the country.

2.3 The work of the Academic Council is carried out in accordance with the plan for the current year. The plan is approved by the Chairman of the Academic Council after consideration and approval by the Academic Council. The Academic Council meets within the timeframe set by the schedule for six months or a quarter. Preparation of proposals for the work plan is entrusted to the heads of research (design) works, members of the NAS of Ukraine, heads of scientific departments, leading scientists of the institute, the Council of Young Scientists of the institute. Proposals to clarify the work plan of the council are considered by the Academic Council at a meeting on the proposal of the Chairman of the Academic Council.

2.4 The Academic Council discusses the main directions and results of research in accordance with the field of research of the institute and recommends them for approval by the Bureau of the Department of Nuclear Physics and Energy of the NAS of Ukraine and the Presidium of the NAS of Ukraine.

2.5 The Academic Council carries out scientific and scientific-technical assessment of topics and results of research work, considers and approves work plans of scientific research.

2.6 The Academic Council analyzes the state of practical implementation of research results, recommends their implementation, discusses and recommends measures for logistical and financial support of research (research and development) work, considers the training of scientific personnel in the relevant areas of the institute.

2.7 The Academic Council shall establish counting commissions to conduct the voting procedure. The quantitative and personal composition of the counting commission is elected by open ballot from among the members of the Academic Council, and they may not be members of the counting commission twice in a row.

2.8 In order to prepare draft decisions on issues on the agenda or in case of disputes, the Academic Council may establish temporary commissions, including an editorial commission, which considers the proposals and comments on draft decisions and informs the Academic Council. The quantitative and personal composition of the temporary commission is elected by open voting from among the employees of the institute present at the meeting of the Academic Council.

2.9 The exclusive competence of the Academic Council includes issues related to:

  • definition of the development strategy of the State Institution “IGNS NAS of Ukraine” and promising areas of its scientific and scientific-technical activities;
  • conducting scientific and scientific-technical evaluation of topics and results of research work;
  • approval of current (annual) plans of scientific research and scientific and technical (experimental) developments;
  • improvement and development of the structure of IGNS NAS of Ukraine;
  • approval of the dissertation topics of higher education applicants at the third (educational-scientific) and scientific level of higher education and appointment of scientific supervisors (consultants);
  • approval of the results of certification of researchers, graduate students, doctoral students, applicants;
  • approval of the results of the competition for vacant positions of researchers;
  • nomination of outstanding scientific works for awarding prizes, medals and other types of awards, including international ones;
  • awarding the academic titles of professor and senior researcher to the staff of IGNS NAS of Ukraine and submitting the relevant decisions for approval to the attestation board of the central executive body that ensures the formation and implementation of state policy in the field of scientific and technical activities. awarding honorary titles;
  • approval of annual reports on the activities of IGNS NAS of Ukraine and financial plans (estimates) of the scientific institution;
  • decision-making on the placement of own revenues in the territorial bodies of the central executive body that implements the state policy in the field of treasury servicing of budget funds, or in banking institutions of the public sector;
  • approval of the list of professions and positions of IGNS NAS of Ukraine, where flexible working hours and remote working hours can be applied.

2.10 The Academic Council discusses the main scientific activities of the Institute of Nuclear Physics and Energy of the National Academy of Sciences of Ukraine and recommends them for consideration by the Department of Nuclear Physics and Energy of the National Academy of Sciences of Ukraine and approval by the Presidium of the National Academy of Sciences of Ukraine.

2.11 The Academic Council has the right to make decisions if at least half of its members are present at the meeting, except in cases of personnel issues, nominations for prizes and medals and other issues, where the presence of two thirds of the Academic Council is required.

Decisions of the Academic Council are considered adopted if more than 50% of the present members of the Academic Council voted for them. Decisions are made by open or secret (by decision of the Academic Council) voting.

2.12 The decision of the Academic Council shall be enforced by an order or directive of the Director, the drafts of which shall be prepared by the relevant persons who were responsible for preparing the relevant issue for its meeting.

2.13 In order to further promote the activities of IGNS NAS of Ukraine, to involve a wide range of scientists in evaluating the results of its activities on the proposal of the Academic Council of the scientific institution and (or) the decision of the Presidium of NAS of Ukraine at IGNS NAS of Ukraine including with the involvement of foreign scientists, which acts in accordance with the provisions approved by the Presidium of the NAS of Ukraine in accordance with the law.

2.14 Decisions of the Academic Council on matters within its competence are binding on all employees of the Institute, including decisions that require approval by the Director of the Institute. The Academic Council has the right to monitor the implementation of its decisions. Responsibility for the timely implementation of decisions is determined by the decision of the Academic Council.
